How long does it take to employ a foreign worker?
Depending on several factors such as: the province your company is located in, the position you need to fill and the NOC code associated with it, as well as whether you already have an LMO approved or not etc., it could take from as little as 8 weeks to as long as 8 months. Advertising for the new position, obtaining the LMO (Labour Market Opinion) in Canada and processing the work visa for the selected foreign worker are the 3 main steps you need to take into account when you schedule your hiring process:
- ADVERTISING FOR THE NEW POSITION is a legal requirement of the Canadian government, meant to prove that the employer has undertaken reasonable recruitment efforts within the local labour market. The time you have to advertise varies from province to province, for example: Alberta: 1 week, British Columbia: 2 weeks, New Brunswick: 2 weeks.
- APPLYING FOR THE LMO: Processing the LMO with the Service Canada Centre responsible for your area may take from 2 weeks in New Brunswick, to 5-6 weeks in Ontario, or even 10-12 weeks in Manitoba.
- In order to meet the pressing human resource needs of employers, HRSDC and Service Canada have developed Regional Lists of Occupations under Pressure. For occupations found on these lists, employers will not be required to undertake comprehensive advertising efforts before being eligible to apply to hire a foreign worker.
- In addition, Alberta and British Columbia, have established special pilot projects that allow shorter processing times for specific occupations under pressure; in these situations you may have an E-LMO (Expedited Labour Market Opinion) approved within 2 weeks. This includes both the advertising required (1 week) and the E-LMO processing time (1 week). Please consult with us in order to find out if the position you need to fill is covered by these special conditions.
- PROCESSING THE WORK VISA FOR THE SELECTED FOREIGN WORKER: Once you have the LMO approved, the Canadian Embassy issues the visa within 4 to 12 weeks.
Once we know what your needs and staffing requirements are, we will do a free assessment on the legal requirements your company needs to fulfill in order to hire a foreign worker, and we will make a schedule of the whole process together with your HR staff so that you can plan accordingly.

Is the Foreign Worker program available in my province?
Yes, the Foreign Worker program is a federal program. Each province has its own peculiarities and has its own needs. Some provinces have identified certain positions which have high demand. For these, the government has created special pilot programs to make the process of bringing a foreign worker to Canada more efficient. Is there any position which is not eligible for the program?
The short answer is “no”; any worker can be hired if the conditions of the labour market justify hiring a foreign worker. We know you are struggling to get skilled, committed workers. What does the process of employing a foreign worker entail?
The process can be summarized in three main stages:
- Obtaining Service Canada´s authorization to bring foreign workers to Canada through a positive LMO (Labour Market Opinion)
- Sourcing the best foreign candidates in order to satisfy your operation´s needs
- Submitting work permit applications at the Canadian Embassy abroad for the selected candidates

What is an LMO?
LMO stands for Labour Market Opinion. This is an approval by HRSDC (Human Resources and Social Development Canada) to hire foreign workers for a certain occupation.
